CISP is recruiting a Project Manager for Emergency Projects in Lebanon.
WORK CONTEXT
CISP started working in Lebanon in 1996 with emergency and development projects.
CISP is currently active in the emergency response due to the recent escalation of hostilities in Lebanon. Current emergency interventions cover the areas of Beirut, Mount Lebanon and North, in favor of IDPs in the main sectors Basic Assistance, WASH, Shelter, Protection, Education Health.
JOB DESCRIPTION
Tentative starting date: November/December 2024
Duration of the assignment: 6 months, renewable
The main duty station will be in Beirut with travel to the country (Mount Lebanon, North)
KEY RESPONSIBILITIES
The project manager will work under the supervision of the Head of Mission and s/he has to coordinate with the Country Administrator
Main tasks and responsibilities:
Duties and responsibilities:
1. General planning, coordination, management, supervision and monitoring of project activities
2. Providing inputs for the implementation of the project and supporting, facilitating and monitoring the capacity building processes for the partners.
3. Facilitating networking and synergies among partners and relevant external actors and stakeholders of the project in the OPT, especially in East Jerusalem, with the aim of improving effectiveness of partner organizations.
4. Ensuring that narrative reporting and other requirements related to the grant contract management are met, in line with donor requirements and CISP’s policies and procedures.
5. Managing procurement and tendering procedures for services, goods and works;
6. Supervision of accountancy and administration
7. Maintaining contacts with project partners & beneficiaries as well as other relevant stakeholders, institutions, associations, cluster groups, donors, local and national authorities and International NGOs and agencies;
8. Taking care of any needed operational agreement with local authorities when needed, as well as any needed authorization
9. Drawing project documents, assessment reports, activity plans, interim/final reports, financial reports, etc.
10. Management of financial and logistic resources of the project;
11. Selection, recruitment, management and supervision of local staff;
12. Official Representation. Representing CISP in front of local national and international authorities, institutions, agencies, associations, etc., when needed
13. Promotion. Promoting and encouraging coordination and synergies of the project with other similar developmental projects, initiatives, activities either ongoing and to be identified and promoted
14. Reporting to the CISP Country Representative to Lebanon
Requirements (educational, experience and competences):
a) Demonstrated skills and working experience in cooperation projects’ management, and preferably in emergency projects in favour of IDPs, in the above mentioned sectors: Basic Assistance, WASH, Shelter
b) Past working experience in Lebanon is an asset.
c) Excellent understanding of & experience/skills in project management, project planning, administration and financial management, reporting
d) Background and knowledge of Italian Cooperation, EC, UN (UNICEF, UNHCR, OCHA) rules and regulations (management, administrative & procurement procedures, reporting requirements, etc.)
e) Experience/skills in procurement procedures and tendering.
f) Experience in organizational analysis and partnership with civil society organizations
g) Experience/skills in organization of training and community based activities
h) Excellent communication capabilities and ability in reports’ writing
i) Good understanding and experience in project monitoring and evaluation
j) Excellent social skills and ability to work as part of a team and to adopt a consensus based approach.
k) Experience/ability in official representation of the NGO in front of local, national, international institutions, authorities, agencies.
l) Excellent written and verbal skills in English is required.
m) Computer literacy
n) Driving License
o) Ability to work effectively in a fast-paced, stressful environment. Flexibility, availability to perform other duties. Availability to work in security volatile context
p) Knowledge of Arabic, and Italian languages is an asset.
q) Previous experience of simultaneous coordination of multiple initiatives/projects is an asset
